3. Sign up on PayPal.com

Visit paypal.com to sign up with the information you generated with the ID tool earlier. You’ll also use that VOIP number in the place of the phone number. You can create a new email address, even with your local phone number—email doesn’t matter.

4. Complete account verification

PayPal will ask for verification using the phone number and email address to finish your registration.
